The Principal SHE Program Manager for Process Safety & Risk is responsible for the strategic development, implementation, and continuous improvement of process safety and risk management programs that will protect people, our pipeline, and our right to operate. This is a hands-on position that requires extensive experience in conducting process safety reviews and risk assessments to identify process and facility risks, the ability to prioritize risks and maintain/improve our site's SHE risk inventory, and the ability to collaborate with manufacturing, engineering, and facilities groups to develop practical solutions to mitigate risk.We are looking for a highly experienced and motivated engineer who can combine subject-matter expertise with the ability to communicate, influence, and provide practical (in-the-field) solutions to real world problems. Our future vision is a site with Zero Chances for Safety Incidents .Key ResponsibilitiesLeadership: Develops, implements, and owns the multi-year Process Safety and SHE Risk Management strategy, objectives, and goals that align with the site's mission to provide life-saving drug substance to our patients.Provides strategic guidance to site leadership and assists with the identification and prioritization of SHE risks and their potential impact on business goals.Frequently interacts with members of the Vacaville Leadership Team (VLT) and extended VLT to communicate the site SHE risk inventory, establish strategic risk-reduction goals and initiatives, and identify immediate and multi-year mitigation plans.Works collaboratively with manufacturing, facilities and engineering, production services, warehouse, quality control, contractors, and service providers to ensure the successful implementation of Process Safety & Risk Management programs in compliance with regulatory requirements and in alignment with business needs.Exercises independent and sound judgement in methods, techniques, and evaluation criteria for obtaining results. Champions self-initiated projects and justifies goals to management.Proficient in project management, meeting target deadlines, and managing schedule and budget.Technical:Serves as subject-matter expert and provides strategic direction and leadership for the development and implementation of Process Safety and Risk Management programs at the Vacaville site.Responsible for owning, developing, implementing, and continuously improving Process Safety and Risk Management programs to comply with Roche Corporate SHE Directives including Directive K3 (process safety management) and Directive K9 (SHE risk management).Responsible for conducting process-safety related incident investigations and leading root-cause analysis teams to develop solutions to prevent the recurrence of safety events.Utilizes best-industry practices to identify and manage risk while minimizing the impact on our key stakeholders. Makes prudent decisions to identify and address current risks and future compliance challenges as well as continuous improvement opportunities.Knowledge/Skills/Competencies:Demonstrated working knowledge and understanding of process safety and risk management principles, regulations, codes, and consensus standards including, but not limited to, federal (OSHA), state (Cal/OSHA and Cal/ARP), and local Certified Unified Program Agency (CUPA) requirements for SHE risk management.Extensive experience in leading process safety reviews (Hazard & Operability Studies, Bow Tie Analysis), conducting safety risk assessments, and managing site SHE risks.Extensive in-the-field experience conducting incident investigations and leading root-cause analysis teams.Thorough knowledge of environment, health and safety regulations, codes and standards, including OSHA, EPA, DOT, NIOSH, FDA and other regulatory requirements applicable to GMP and non-GMP environments.Strengths must include effective project management and excellent collaboration andinterpersonal skills with the ability to lead and influence cross-functional andinterdepartmental teams.Effective at reframing challenges into opportunities. Track record of being resilient and adaptable in navigating organizational resistance and influencing others to adopt new behaviors and approaches. Champion for EHS.Skilled at balancing risk with speed and value, focuses attention where it's needed to resolve issues or drive improvement, right-size programs and processes to maintain compliance and improve efficiency and value to the business.Strategic and forward-thinker, who can identify future needs of the organization, and consider the best solution/outcome for EHS, the client and Genentech. Listens deeply to key stakeholders, and considers their needs along with regulatory requirements and best practices to make informed decisions. Ability to realize EHS strategies through partnering with other EHS staff, Site Services partners, and the business. Ability to deliver high value through strategic consultingStrong communication skills. Develops clear and concise messages from complex data. Effective presenting to senior leadership and their teams, and can quickly gain trust. Can translate data into actionable insights and communicates in a way that resonates-inspiring people to care.Excellent teamwork and collaboration skills and is able to facilitate the work of cross-functional and interdepartmental teams. Effectively leads and motivates cross-functional teams in a fast-paced and diverse environment using positive interpersonal skills and a collaborative approach. This may include leading agile teams focused on creating value for the business.Excellent verbal and written communication skills and the ability to clearly and concisely represent issues to senior leadership, stakeholders, and regulatory agencies.Ability to significantly influence the overall objectives and long-range goals of the organization.Ability to work with limited direction & guidance, and make independent decisions where necessary. Ability to utilize approaches that require innovation and change.Proficient with Microsoft Office and Google Suite tools.Who You Are:Education:Bachelor's Degree with a major in chemical, mechanical, civil, or electrical engineering.Experience (minimum):Minimum of 12 years or more of relevant work experience in Safety, Health, and Environment (SHE) program management, process safety engineering, or risk management.Prior "hands on" experience in performing risk assessments, developing sitewide risk matrices, and developing strategic control solutions and monitoring strategies to eliminate or reduce exposures using engineering controls, administrative controls, or personal protective equipment.Certification as a registered professional engineer in chemical, mechanical, civil, or electrical engineering is preferred, but not required.Prior experience in the Biotechnology and Pharmaceutical industries is preferred.Experience in high-hazard environments (petroleum, chemical, small molecule, etc) and strong mechanical aptitude are also desired.Please refer to our FAQs and videos on careers.roche.ch/faq for questions.
