Summary:Oversees and provides supervision and leadership in accordance with Title 17 and 22, whileensuring the daily operations within the program are completed. The Program Manager (PM) willbe the primary on site manager ensuring proper program application and the Designee in theabsence of the Director.LOCATION: VacavilleBENEFITS: Health, dental, life insurance and vacation paySupervisory Responsibilities:The Program Manager directly supervises all program employees and the Operational SupportTeam (OST) positions.QUALIFICATIONS:

  • Possesses at least a bachelor's degree and at least one (1) year of relevant work
  • experience managing IDD operations and systems.
  • One (1) year of relevant management/supervisory experience in the field of IDD.
  • Vaccinated and boosted for COVID-19.
  • A minimum of 21 years of age.
  • Criminal record clearance.
  • Medical clearance, physically able to care for participants with disabilities.
  • CPR & First Aid certification.
  • Valid photo ID or Driver License.
  • Authorization to work in the US.
  • Fluent in English.
  • Possess strong written and communication skills.
  • Desire to serve adults with disabilities.
  • Team player who works well and effectively communicates with others.
  • Ability to work in high stress environments.
  • Willing to learn.
  • Comfortable utilizing various technology and software.
  • Ability to manage one;s own time and the time of others.
  • Registered Behavior Technician (RBT) certification preferred.JOB DUTIES:
    • Act as Designee in absence of Director.
    • Oversee the daily program operations.
    • Administer the program in accordance with regulations, established policy and budget.
    • Advise on recruitment, termination, and training of employees.
    • Arrange for special provisions for the care and supervision of program participants as needed.
    • Verify appropriate provision of services for participants.
    • Oversee employee implementation of ISP and other individualized plans.
    • Participate in the screening and hiring of new employees.
    • Assign employees shifts, approve time off, assign participant pairings, and adjust the schedule to ensure compliance, as necessary.
    • Coordinate emergency procedure protocol (earthquake, fire, code c) mock drills.
    • Coordinate and facilitate review meetings with providers, families, and NBRC.
    • Fulfill responsibilities as a member of the Crisis Response Team (CRT).
    • Ensure participants' rights are not being violated.Supervision:
      • Participate in employees counseling and implement disciplinary action as needed.
      • Consult on corrective feedback involved with job performance and the overall
      • maintenance of the program.
      • Responsible for employee adherence to all policies and procedures.
      • Complete monthly employee assessments and meet with employees to discuss.
      • Monitor, provide feedback and meet with employees to discuss task related issues.Oversight:
        • Advise the Director on the operation of the program and developments in the care and supervision of participants.
        • Complete monthly observations of employees and participants.
        • Review and debrief all incident reports.
        • Coordinate monthly safety reviews.
        • Responsible for adherence to all policies and procedures of the program.
        • Facilitate follow-up on expressed concerns or action points determined during meetings.
        • Overall responsibility for the health and welfare of the participants and employees in the program.
        • Resolve any staffing issues as needed.
        • Ensure compliance of Title 22 and 17 regulations pertaining to day programs.
        • Communicate with participant homes as needed to ensure quality services.
        • Maintain a clean, safe, and unobstructed workplace environment.
        • Work with the Program Director to establish program policies and procedures, develop new programming concepts and assess a wide range of employees and participant
        • issues/concerns.
        • Complete and ensure OST completion of the KCS Quality Assurance Tool as scheduled.
        • Report any safety or maintenance concerns to the Director.
        • Ensure all program needs are addressed in a timely manner.
        • Coordinate supply and equipment inventory (e.g., cleaners, PPE, activities) and provide needs to Director for purchase.
        • Attend all program audits (e.g., CCLD, Regional Center) and provide information as
        • requested.Administrative:
          • Prepare and/or approve all participant and program reports.
          • Approve all hours for payroll.
          • Develop ISP and individualized plans with assistance from OST, as needed.
          • Review referral packets to determine if the program can meet the needs of the participant.
          • Provide tours and information on services to new participants.
          • Track time related to participants to ensure compliance of service requirements.
          • Ensure program, employees and participant documentation is occurring and is compliant
          • with regulations.Training/Meetings:
            • Attend all required management meetings and employee meetings, as necessary.
            • Ensure all staff complete and maintain required trainings and certifications.
            • Coordinate employee attendance at all trainings and meetings.
            • Schedule intake meetings/assessments for incoming participants.Leadership/Community Relations:
              • Act as a liaison for the program with oversight agencies and other persons.
              • Maintain positive public relations with families, neighbors, and the community.
              • Advocate for participants needs through communication with appropriate persons and
              • follow through on Participant issues until on-going concerns are resolved.
