JOB ANNOUNCEMENT FORSUPERVISING WATER RESOURCES SPECIALIST JOB TYPE: Full-time, Exempt PAY: $105,672 - $128,444 LOCATION: Vacaville, CA FINAL FILLING DATE: SEPTEMBER 18, 2022 Position Summary: The Solano County Water Agency is seeking an experienced Lead or Supervisor responsible for planning and overseeing the work of staff involved in the Lake Berryessa Mussel Prevention Program and Water Conservation Program. Essential duties include:Supervises, plans, organizes, assigns and reviews work of lower-level professional, water resources and other technical staff.Participates in the selection of staff; provides or coordinates staff training; works with employees to develop skills and correct deficiencies; evaluates employee performance; implements discipline procedures.Manages contracts and consultants and oversees the preparation for proposals and permits.Coordinates and runs meetings for regulatory agencies on Agency projects.Maintains environmental compliance for the Agency.Prepares complex environmental documents, grant proposals, and correspondence for the Agency.Creates and monitors budget for assigned programs.This position works primarily in the office with approximately 80% office and 20% field. This position is expected to be on call during the summer and during popular boating weekends throughout the year.Education and Experience: Any combination of training and experience, which would provide the required knowledge, skills and abilities, is qualifying. A typical way to obtain the required qualifications would be: Equivalent to graduation from an accredited four-year college or university with major coursework in water resources, water conservation, natural resources, biological sciences, environmental sciences, planning, engineering, agriculture, public policy or administration, or a related field.Six (6) years of progressively responsible experience in water and natural resources conservation planning and monitoring, habitat restoration/management, flood control, water distribution systems planning and management, or environmental compliance and permitting which includes at least one (1) year of experience leading and directing the work of others. Possession of a graduate degree may substitute for up to two (2) years of the required experience.License: Possession of an appropriate California driver's license and a satisfactory driving record. If applying from out of state, updated State drivers' licenses is required within three months of employment. Obtain a Watercraft Inspector and Decontaminator Level III Trainer Certification within one (1) year of employment.Obtain a Division of Boating and Waterways issued Boater License within one (1) year of employment.Ideal Candidate will have Skills, Experience, and Abilities with: Experience in principals and practices of effective supervision and leadership, including work planning, assignments, review and evaluation, and training staff. Experience in budget creation and budget management for specific projects. Experience in technical writing and grant proposals. Techniques for effectively engaging with the public, vendors, governmental agencies, community groups and various business, professional, educational, regulatory, and legislative organizations.Current Employee Benefits:RETIREMENT - The Agency participates in CalPERS retirement program. New employees have a defined benefit formula of 2% at age 62 and pay a contribution rate of 50% of the normal cost (unless Applicant is an active Classic CalPERS member). The Agency is not enrolled in Social Security.HEALTH BENEFITS - The Agency has a cafeteria plan for medical insurance (through CalPERS). The Agency pays up to 80% of the Kaiser Family plan per year for medical insurance costs for each employee. 25% of any unutilized benefits in the cafeteria plan is reimbursed to the employee at the end of the calendar year.The Agency pays the cost of the following benefits:Dental Insurance for employee and dependents.Disability Insurance for the employee.Long-Term Care Insurance for the employee up to $800 per year.Post-Retirement Healthcare up to $12,500 per year.LEAVE - Regular full-time employees accrue vacation leave at the rate of 15 day per year. After three (3) years employees accrue vacation leave at the rate of 20 days per year. Regular full-time employees accumulate 12 sick leave days per year.HOLIDAYS - This position receives 13 paid holidays per year. This position may be required to work or be on-call for several holidays, and may have to flex their holiday time to a different day.OTHER BENEFITS -Optional deferred compensation 457B plan.Optional flexible spending account.Flexible work schedule options, such as a 9/80 schedule.Flexible work from home option when schedule allows.
